Particularly since the end of the Second World War, the nature of the debate, the actors and the rules of the game have changed but basic patterns of inequality in the socio-economic realm persist. Although Nova Scotia has declared the decade between 1973-1983 as 'a decade for Action to Combat Racism and Racial Discrimination' and its government is committed to 'a cultural mosaic that doesn't leave anyone out' it still looks like a long hard road before equality in the mosaic is achieved."
