File contains documents relating to the session, held on October 18, 1973 in Santa Barbara, California (originally planned for New Delhi, India). Includes agenda, meeting minutes (topics of discussion include membership, financial matters, project updates, and Pacem in Maribus (PIM) V). The file also contains the International Ocean Institute (IOI)'s budget for October 1973-September 1974, projected budgets, and correspondence from Chair Elisabeth Mann Borgese.

File contains documents used in the initial planning stages of the Independent World Commission on the Oceans (IWCO), before the first plenary session. Includes several lists of members and potential members; budget for the first plenary session; recommendations to the Chairman from the informal consultations held at the United Nations Educational, Scientific and Cultural Organization (UNESCO), Paris on April 10-11, 1995; Independent Commission on the Oceans - Proposal; summary report of major conclusion of the preparatory committee of IWCO; and a discussion paper on the preparation of a report on "The Oceans in the 21st Century" by IWCO. File also contains a paper entitled "Independent World Commission for the Seas and the Oceans," by Krishan Saigal of the International Ocean Institute (IOI). This paper outlines an action calendar, draft communication letter, and other documents about establishing the IWCO. The latter document was originally housed in a seperate file also entitled MS-2-744, Box 248, Folder 8. File also contains duplicate copies that have not been scanned.

Raddall, Sr. in his Winnipeg Rifles uniform as a captain after recovering from being wounded at Ypres in 1915. He was later promoted to Lieutenant Colonel.
