He spoke about a solution to the arms race at a gathering at the Halifax waterfront, sponsored by the Coalition for a Nuclear Free Harbour and Greenpeace. The gathering was in protest of the nuclear-armed British vessel, The Ark Royal. The speech aired on CKDU June 16, 1990 and was rebroadcast June 17, 1990 on Access and June 20, 1990 on Title Waves.
