Ballon, speaking at the Montreal ceremony where he turned over the Ballon family home to the Canadian Jewish Congress for the duration of World War II to be used as a servicemen's hostel. Also included in the photograph are Group Captain R.A. Delahaye of the Royal Canadian Air Force; Mayor Adhemar Raynault of Montreal; Mrs. Rosalie (Lazarus) Phillips, the head of the Canadian Jewish Contress Women's Division; and Isidore Ballon, K.C.
