The file also contains the draft minutes of the Fifteenth Session of the Planning Council (held April 22, 1978 in Divonne-les-Baines), providing a summary of the UNCLoS talks (including the Compostite Text, the Group of 77, and the need for a seabed authority), projects, Pacem in Maribus IX, a new International Ocean Institute (IOI) director, the status of the IOI in Malta, and the Castellabate Project.
