File contains draft minutes of the joint Sixth Session of the Board of Trustees and the Fourteenth Session of the Planning Council (from the Mexico City meeting of December, 1977), which discussed the "Ocean Yearbook," Pacem in Maribus (PIM) VII and IX, financial matters, the United Nations Conference on the Law of the Sea (UNCLoS) and other matters. The file also contains the draft minutes of the Fifteenth Session of the Planning Council (held April 22, 1978 in Divonne-les-Baines), providing a summary of the UNCLoS talks (including the Compostite Text, the Group of 77, and the need for a seabed authority), projects, Pacem in Maribus IX, a new International Ocean Institute (IOI) director, the status of the IOI in Malta, and the Castellabate Project. The file also contains speeches, correspondence , and a list of the Board of Trustees members.
