File includes copies of a paper by Elisabeth Mann Borgese, written for a publication in honour of Shigeru Oda ("Liber Amicorum Judge Shigeru Oda"), on the expansion of the concept of "the common heritage of mankind" from the mineral resources of the international seabed to the ocean's living resources. The file contains a preprint version, as well as an earlier draft. The file also includes a copy of a different article by Mann Borgese, "The Common Heritage," which was published in 1974 in "Ceres" magazine (see MS-2-744, Box 174, Folder 18). File contains duplicate copies which have not been digitized.

Specific documents include a memorandum from 1971 on the explotation of the resources of ocean space, "A New Order in Ocean Space" (delievered to the Council of Europe), a statement given on 5 August 1971 to the Main Committee of the Sea-bed Committee, a statement given on 17 August 1971 to the United Nations Preparatory Committee for the Third Law of the Sea Conference, a statement given on 24 November 1971 on the subject of the creation of an intergovernmental sea service, a statement given on 28 March 1972 in Sub-Committee II, and a statement given on 23 March 1972 (to the Committee on the Peaceful Uses of the Sea-Bed and the Ocean Floor Beyond the Limits of National Jurisdiction). Most materials have been edited and annotated by Elisabeth Mann Borgese. Some may concern UN matters aside from UNCLoS III.

The third is a document entitled "The Maltese Convocation on Maritime Questions Including the Sea-Bed and the Ocean Floor," produced by the Center for the Study of Democratic Institutions, on plans to hold a Convocation on in Malta in June, 1970 on maritime questions (which became the first Pacem in Maribus conference).
