Summary report of the regional hearing for the World Commission on the Seas and Oceans

File contains a copy of a summary report of the regional hearing that was held at International Ocean Institute (IOI) China Operational Center in Tianjin, May 9-11, 1995. Also includes two additional summary reports: "Phase II: Workshop on the implementation of UNCLOS [United Nations Convention on the Law of the Sea] in China as a Follow-Up up to The Hearing," held November 2-5, 1995 in Tianjin, China, and a brief summary report on "Phase III: Group of Experts Proposal Preparation Meeting," held December 13-14, 1995, in Tianjin, China.

File contains the second draft of the Independent World Commission on the Oceans (IWCO)'s report ("The Ocean...Our Future"). Contains six chapters ("Promoting Peace and Security in the Ocean," "The Quest for Equity in the Ocean," "Ocean Science and Technology," "Revaluing the Ocean," "Our Ocean: Public Participation and Awareness," and Towards Effective Ocean Governance") and several annexes. This copy also includes handwritten annotations and corrections by Elisabeth Mann Borgese.

File contains two lists of participants. One is unlabelled with handwritten notes by Elisabeth Mann Borgese, the other list is from the Intersessional Consultations on the Law of the Sea in Geneva on March 1, 1977.

Miscellaneous loose documents [part 3 of 3]

File contains informal suggestions by various countries, "Financial Arrangements of the Authority" (redrafted versions of the relevant articles of the convention), "Financing the Enterprise," meeting minutes (mainly on the protection and preservation of the marine environment), a memorandum of the group of land-locked and geographically disavantaged states "On the Rights of the Land-Locked and Geographically Disadvantaged States in the Economic Zone," and a memorandum by Peru (as co-ordinator of the group of coastal states). Parts 1 and 2 of this file are in MS-2-744, Box 120, File 7 and MS-2-744, Box 120, File 8, respectively.

File contains a copy of working paper two, which comprises four resolutions: Resolution I on the "Establishment of the Preparatory Commission for the International Sea-Bed Authority and for the International Tribunal for the Law of the Sea;" Resolution II on "Governing Preparatory Investment in Pioneer Activities Relating to Polymetallic Nodules;" Resolution III and Resolution IV both titled "The Third United Nations Conference on the Law of the Sea." Also includes a loose page from another document.

File contains correspondence with various individuals. Correspondents include Najeeb Al Nuimi (Legal Advisor to the Crown Prince on Qatar), which discuss Pacem in Maribus XXI, and the Secretary-General's consultations on the Law of the Sea, and attached is a paper by Mann Borgese: "Making the Convention 'Universally Accepatble';" Lennox Ballah of the Institute of Marine Affairs (attached is a copy of the Nonpaper); W. Balzan (personal assistant to Guido De Marco); Paul Berenger, Minister of Foreign Affairs for Mauritius; Martin Blakeway (who wrote to the Prince of Tonga about raitification of the United Nations Convention on the Law of the Sea); United Nations Secretary General Boutros Boutros-Ghali, which advocate turing the Preparatory Commission into an Interim Authority, in light of the "boat paper; and Salvino Busuttil on Malta's failure to announce ratification of the convention.

Topics of discussion include a visa application for a student at Dalhousie, support for the United Nations for the Convention for the Law of the Sea, which includes a draft resolution made by Elisabeth Mann Borgese.

File contains correspondence with German Ambassador Per Fischer and two letters from Elisabeth Mann Borgese to Timo Lahelma (of the Ministry of Foreign Affairs, Finland), on the subject of manganese nodules in the EEZ (Exclusive Economic Zone) of Chile. File contains a duplicate letter, which has not been digitized.

File contains correspondence with the following: Judge Abdul Koroma (on the boat paper, and attachments: A speech on that paper, the "Anderson Paper," a "Draft Resolution for Adoption by the General Assembly," an "Agreement Relating to the Implementation of Part XI of the 1982 United Nations Convention on the Law of the Sea"); Ambassador Ramtane Lamamara (outgoing only, on the need to rally Group 77 countries on ratifying the United Nations Convention on the Law of the Sea); Patricia Lewis; and Dr. Luis Preval (on Part XI of the United Nations Convention on the Law of the Sea).

Stevenson; and Keith Suter. Mainly discussed is the "Boat Paper" and the responding Koroma non-paper (written in part by Judge Koroma and Mann Borgese).
