Freeman Tupper was born in Milton, Nova Scotia, c. 1889 to Henry and Teresa Tupper. He married Verta Laura Freeman in 1913. From 1908-1909 he studied engineering at Dalhousie University, working later as a land surveyor in Liverpool, Nova Scotia, where he also served as Justice of the Peace. He had a strong research interest in the history of the Liverpool area and in the broader history of Nova Scotia.
