File contains material relating to the Second Session held October 28, 1972 in Kingston, Jamaica. Includes an agenda, minutes of the meeting (discussed was the progress report on the International Ocean Institute (IOI), financial matters, study projects, and Pacem in Maribus (PIM) IV), "Draft Rules of Procedure for IOI Planning Council," and correspondence. The file also contains the following documents (some with handwritten annotations by Elisabeth Mann Borgese) relating to the Third Session of the Planning Council (held in Montreal, Canada over February 5-7, 1973). As well as: "The Peaceful Uses of the Arctic Basin," project outline; "Energy," project outline; "Towards a World Energy Community: The International Development of Energy Production, Trade, and Supply" by K.J.
