Mullins left his job with the Nova Scotia, Lands and Forests in September 1988 to go to the University of New Brunswick for Ph.D. studies where he investigated possibilities for incorporating vegetative propagation into black spruce breeding programs, using estimates of genetic parameters from a progeny test with clonal replicates. His thesis "Genetic
parameters for clonal selection of black spruce and implications for breeding" with the Department of Forest Resources at UNB.
As of November 1991, Tim was self-employed as a "forest science consultant", providing services in the areas of tree improvement, tree seed technology, planting stock production and reforestation, quantitative analysis and strategic planning for silviculture and forest management.
