Dr. MacMillan was born in Goldboro, Guysborough County, Nova Scotia in 1903. He received his early education at Sydney Academy, Acadia University and graduated from Dalhousie Medical School in 1928.

Upon graduation, he opened a private medical practice in Baddeck, Cape Breton and served the surrounding area for forty years. He was a member of the Canadian Medical Association, the Nova Scotia Medical Association, and was elected to the Order of Canada in 1972. An active member of his Cape Breton community, he served as a Member of the Legislative Assembly from 1949-1967. He passed away in 1978.
