File contains a report which describes why the Independent World Commission on the Oceans (IWCO) was established, its terms of reference, and the problems it will address (i.e., the coastal zone, marine pollution, marine resources, and sustainable development and the law of the sea). It also contains a table outlining the effect the 1982 Law of the Sea (UNCLOS III) has had on the Oceania countries. The report was published by the International Ocean Institute (IOI) Operational Centre at the University of the South Pacific.
