The study group discussed the following issues, which it felt warranted inclusion in the Commission's final report: adapting to the post-Cold War security environment, the changing role of navies, creeping jurisdiction, responsible use of the ocean, zones of peace, conflict resolution, and providing institutional oversight for the oceans.
