It was originally filed with papers from the Geneva meetings in October, 1996, and may have been presented to members of IWCO (Independent World Commission on the Oceans) during those meetings. The file folder also contains a shorter version of a paper on the same topic, which was sent to Bill Faries. File contains duplicate copies which have not been digitized.
