Grievance records of IBEW Local 1928

Series contains grievance and arbitration records of IBEW Local 1928. A grievance is a formal complaint usually lodged by an employee or the union alleging a misinterpretation or improper application of one or more terms in the collective bargaining contract/MOU. Records may include the official grievance form and record of proceeding records, correspondence between the IBEW business manager and the employer, and supporting documents for the grievance.

When a grievance cannot be settled at the supervisory or management level it may go to arbitration. Arbitration records include correspondence between the business manager, abitrator and legal counsel, and arbitration hearing and award reports. Files may also contain copies of the grievance form and record of proceeding records; correspondence between the IBEW business manager and the employer; and supporting documents for the grievance.

Training and education records of IBEW Local 1928

Series documents the local's efforts to provide access to educational and training opportunities, primarily to enable apprentices to become journeymen and for journeymen to upgrade their skills. Records comprise general training materials, enrollment and evaluation records for training courses, including shop steward schools. Apprenticeship records are listed under their own sub-series.

IBEW Local 1928 membership records

Subseries consists of records regarding memberships, including membership lists, membership cards, correspondence with members, and reports by members.

Subseries also includes correspondence, reports, and membership lists specific to the Labour Pool, which was formed in 1993 through negotiations between IBEW Local 1928 and Nova Scotia Power. The Labour Pool began operation in 1996 and is a union-maintained list of IBEW Local 1928 members, managed by the Labour Pool Administrator and supplied to Nova Scotia Power for casual and term work on a rotating basis.

IBEW Local 1928 Executive Board (e-board) Committee

Subseries consists of correspondence, meeting minutes, and general records of the IBEW executive board, which includes seven members elected at large and four table officers (President, Vice President, Recording Secretary, and Treasurer). As the executive board also served as the trial board for members' alleged violations of union rules, trial board correspondence and minutes are also included in this subseries.

IBEW Local 1928 Unit records

Subseries consists of records regarding the regular business of units within IBEW Local 1928. Until 2006, there were 21 units representing geographical regions as listed in Local 1928's Bylaws, although they were not necessarily all operational at any given time. In 2006, some units were amalgamated, resulting in 9 units. Each active unit is represented by a chair, vice chair, recorder, and shop steward. Unit records include meeting minutes, reports, and correspondence with the business manager or shop steward. Unit records are available only for those units that forwarded originals or copies to the Halifax office.

Correspondence

Subseries contains correspondence relating to the collective bargaining activities of IBEW Local 1928, including correspondence with the IBEW International Office, First District (Canada) in Toronto, Ontario about approved agreements and campaigns for increasing membership.

Employers

Subseries contains collective agreements and related correspondence between IBEW Local 1928 and employers other than the Nova Scotia Power Corporation and Nova Scotia line construction contractors. These employers include Cablecom, Emera Utility Services, Eastech Limited, the Digby County Power Board, and Clare Electrical.

Complaints

Subseries consists of records relating to work refusals under the Health and Safety Act. Records include correspondence between IBEW Local 1928, the Nova Scotia Department of Labour, and the employer (primarily Nova Scotia Power). Files also contain statements of fact regarding the complaint and psychological evaluations of employees for work refusals, as required by the collective agreement between Nova Scotia Power Inc. and IBEW Local 1928.

IBEW Local 1928 apprenticeship training and education

Subseries comprises apprenticeship committees' minutes and reports; correspondence and teaching materials regarding apprentice education; and signed apprenticeship agreements between employers (i.e., Nova Scotia Power Corporation) and individual apprentices, along with correspondence outlining the terms and conditions of the agreements. The subseries also includes minutes from meetings of the Joint Apprenticeship Committee (JAC) between Nova Scotia Power Inc. and IBEW Local 1928.

Associated unions

Subseries consists of the administrative and operational records of associated local unions kept by IBEW Local 1928. The majority of these records became a part of the IBEW Local 1928’s records as a result of the amalgamation of locals. The IBEW Systems Council U-29, made up of a group of Nova Scotian IBEW locals (1818, New Glasgow; 1089, Sydney; 1866, Malay Falls; 1867, Milton; 1876, St. Margaret’s; and 2146, Amherst) and Line Construction, represented the employees of the Nova Scotia Power Commission (NSPC) until 1972, when NSPC merged with the Nova Scotia Light and Power Company (represented by IBEW Local 1928) to become the Nova Scotia Power Corporation. Between 1973 and 1975, those locals that were previously part of U-29, transferred into Local 1928. Other IBEW Local records include those from 1165 (Windsor, Nova Scotia) and 1432 (Prince Edward Island).

Subseries also contains agreements, by-laws, and constitutions of other (non-IBEW) labour unions that IBEW Local 1928 worked with.

Subseries consists of administrative files used and/or created by staff in the IBEW Local 1928, including correspondence, reports, photographs, and surveys. The subseries includes records relating to the construction, lease, and insurance for the IBEW Local 1928 offices in the J.K. Bell Union Centre, Bayers Lake Industrial Park, Halifax, Nova Scotia.

Strike

Subseries contains records from strike action taken by IBEW Local 1928, mostly against Nova Scotia Power. The records include correspondence, press releases, picket line schedules, and minutes of the Trial Board regarding the issuance of strike assessment fines to union members.

File contains minutes of the Joint Apprenticeship Committee (JAC) for the following dates: February 20, 1979; March 13, 1979; April 10, 1979; May 7, 1979; June 19, 1979; July 10, 1979; September 11, 1979; October 10, 1979; November 13, 1979; December 10, 1979; February 11, 1980; July 7, 1980; September 29, 1980; November 17, 1980; and April 13, 1981. File also contains monthly apprentice statistics forms and Terms of Reference for JAC.

Financial records of IBEW Local 1928

Series contains significant financial records, including cash books and ledgers for IBEW Local 1928 accounts, loans, and expenses. Financial records accumulated from other IBEW Locals at the time of their amalgamation with 1928 in the early 1970s (i.e. 1165 (Windsor, Nova Scotia), 1089 (Sydney, Nova Scotia), and System Council U-29), are also included in this series.
