File contains two agendas for the Meeting of the Preparatory Committee of the Independent World Commission for the Oceans (IWCO), held in Lisbon, Portugal, June 1995. Discussed at the meeting were the terms of reference for the IWCO, the IWCO procedures, an action calendar, discussion of the final report, membership, IWCO administrative structures, budget matters, a proposed agenda for the first meeting of the Executive Committee of the IWCO, and the proposed agenda for the first Plenary Session of the IWCO. Also included are several background papers prepared by the International Ocean Institute.

The proposal grew out of the reports and work presented at the fourth Pacem in Maribus (PIM) conference.

The conference aimed to explore the idea of establishing the Mediterranean as a maritime "zone of peace." Also included in this file is a concept paper, "Integrating Sustainable Development and Regional Security," and a statement by the chair of the closing session, both by Mann Borgese.
