Caird medal address

File contains uncorrected proofs of a version of Mann Borgese’s speech given on receiving the Caird Medal from the National Maritime Museum in London, England. The speech covers economic matters relating to the oceans, in particular the International Sea-bed Authority (ISA). This version was published in “Marine Policy.”
