File contains a compilation of comments and suggestions for the Independent World Commission on the Oceans (IWCO)'s final report, as received from members of the Commission (Elisabeth Mann Borgese, Ian Burton, Eduardo Faleiro, Stjepan Keckes, and Ruud Lubbers) and from outside experts (Gunnar Kullenberg, Pierre Papon, and Charles Perrings).

This document includes all reports created by, and the background papers used by, all six of the Independent World Commission on the Oceans (IWCO)'s study groups. The first is "On the Peaceful Uses of the Oceans: Sovereignty, Security, Sustainability and Development," and contains the following background papers: "The Greco-Turkish Dispute over the Aegean Continental Shelf" by Katia Katsigera, "Aegean Sea Dispute between Greece and Turkey" by Hilal Elver, "Maritime Claims and Disputed Islands in the South and East China Seas: Options and Approaches" by Zhiguo Gao, and "The East China Sea Dispute" by Kaoru Okuizumi. The second is "The Legal and Institutional Framework for Use and Protection of the Ocean," and includes a paper with the same title by Lee Kimball, and "Ocean Governance: Legal and Institutional Framework" by Peter Sand. The third is "Economic Uses of the Ocean in the Context of Sustainability," and includes the following background papers: "Economic Incentives and the Oceans" by Scott Barrett, "Sustainable Coastal Fisheries: Policy Directions for Improved Resource Management" by Anthony T. Charles, "The Ecological, Economic, and Social Importance of the Oceans" by Dr. Robert Costanza, "The Economics of Ocean Resources" by Charles Perrings, "The Economic Uses of the Oceans for Sustainable Development" by Charles Perrings. The fourth is "Marine Science and its Technology," with the following background paper: "Ocean Science and its Technology" by William Andahazy and Peter Cook. The fifth is "Partnership and Solidarity: North/South Issues," and contains several draft chapters. The sixth is "Public Awareness and Participation," and contains the following background paper: "Our Ocean: Enhancing Global Consciousness of the Role of the Oceans in Human Affairs, and Participation in Decision-making" by Sidney Holt and Peter Sand. This document was intended for internal use only.

File contains a copy of the final draft of the Independent World Commission on the Oceans (IWCO)'s report ("The Ocean...Our Future"), dated March 4, 1998. Report includes a preface by Commission president Mário Soares, and six sections: "Promoting Peace and Security in the Oceans," "The Quest for Equality in the Oceans," "Ocean Science and Technology," "Valuing the Ocean," "Our Oceans: Public Awareness and Protection," and "Towards Effective Ocean Governance." File also includes covering correspondence from Jan van Ettinger.

The ocean space treaty - part II, presented by Elisabeth Mann Borgese and Arvid Pardo

File contains a presentation to Subcommittee II of the Committee on the Peaceful Uses of the Sea-bed and the Ocean Floor. The full title is: "Malta: Preliminary Draft Articles on the Delimitation of Coastal State Jurisdiction in Ocean Space and on the Rights and Obligations of Coastal States in the Area Under Their Jurisdiction." Includes handwritten comments, some by Elisabeth Mann Borgese.

The oceanic circle: a report to the Club of Rome

Correspondence concerning EMB's book with editors, Club of Rome members, researchers (namely Scott Coffen-Smout), and other interested parties, including: Ian McAllister (who edited the Economic chapter); Ricardo Diez-Hochleitner; Ruud Lubbers; Bernard Schneider; Val Crawford (an editor at UN University Press); Manfred Boemeke (attached is a paper by EMB about the Year of the Ocean called "Work in Progress"; Romeo LeBlanc (outgoing correspondence only); Miguel Angel Rodriguez Echverria, President of Costa Rica; Brian Locke, from the British Association of the Club of Rome (who set up an audience for EMB with the Duke of Edinburgh at Buckingham Palace).

The Oceanic Society

Includes correspondence, a pamphlet, an abstract of remarks made at the plenary session of Oceans '77, a list of society officers, a description of the Ocean Policy Institute of the Oceanic Society, and a statement of the Society's purpose.

The parable of the north wind and the sun

File contains an adaptation of the parable of the north wind and the sun, connecting it to the War on Terror. The parable is likely by Elisabeth Mann Borgese (see letter of September 25, 2001 in MS-2-744, Box 238, Folder 2).
