File contains correspondence with United Nations officials and other interested parties concerning International Ocean Institute (IOI)'s proposed project to produce spirulina, an edlible drought resistant algae that grows in salt water and can be used as a source of food in case of famine or other emergencies. Much of the correspondence is with Georges Bonnin of the Bureau d'Etudes et de Conseil en Culture de Micro-Algues (BECCMA). Includes various copies of the proposal by Elisabeth Mann Borgese; a memorandum of understanding between the IOI, the United Nations Economic Commission for Africa, and the Ethiopian Science and Technology Commission; and reports sent by correspondents (including those by Bonnin and Irving Kaplan) and used for research.

The file also includes a "Concept Paper on Sustainable Development in International Waters" authored by Mann Borgese, an outline for an IOI seminar titled "Biodiversity in International Waters.
