File contains correspondence with Dr. Anton Vratuša of the International Centre for Public Enterprises (ICPE), much of which concerns Pacem in Maribus (PIM), the PrepCom (Preparatory Commission), the Training Programme, and the 1999 NATO bombings of Belgrade. Also includes a copy of a parable about the US War on Terror by Mann Borgese, written in September 2001; as well as copies of articles by Vratuša ("Ten Years of ICPE," "Forty Years of Development," "The Law of the Sea in Contemporary Conditions," "ICPE Programme Priorities in the Nineties," which contains comments by Mann Borgese, and an excerpt from a biography detailing Vratuša's experiences as a Partisan during World War II in Yugoslavia), and an article by Derek Keats published by the ICPE ("Sustainable Livelihoods at the Coast: Creating People-Centred Management of Coasts and Coastal Resources").
