File consists of a series of letters between Bruce and Wilfred Eggleston, Press Censor for Canada, regarding a story about Honolulu that shouldn't have been published, a report on changing press censorship policies towards American news items, and instructions to Canadian editors about not publishing news about British and Canadian shipping, and a copy of a report from Frank Knox, Secretary of the American Navy, who condemned news associations for reporting on the arrival of British warships to the US for repair.
