Franklin spoke at the Environmental Planning Conference hosted by the Nova Scotia College of Art and Design (NSCAD) on December 13, 1991. The lecture is in two parts (20 min., 54 sec. and 15 min., 10 sec.) and aired on CKDU December 18, 1991. It was rebroadcast December 19, 1991 on Title Waves.
