File contains the following documents relating to the activites of the Planning Council: correspondence (some of which discusses Council memberships), provisional agendas for the Eleventh (11th) session, which was held January 5, 1976 in Malta, and provisional agendas for the Twelfth (12th) session, which was held in New York, on April 10, 1976. The file also contains copies of correspondence, including a proposal ("Pacific Ocean Law") from Francis Auburn, and a letter concerning Pacem in Maribus (PIM) by K.O. Emery. The file also contains an outline of the the International Ocean Institute (IOI)'s associates, disucssions of Pacem in Maribus (PIM) VUU and the RIO (Reshaping the International Order) project, and a list of members of the Council. Several of the pages have handwritten notes by Elisabeth Mann Borgese, likely taken at the sessions.
