The twelfth statement was made to the Consultative Assembly of the Council of Europe on 3 December 1970. The thirteenth statement was made to the Committee on the Peaceful Uses of the Sea-bed and the Ocean Floor on 23 March 1971 (includes appendices). The fourteenth statement was made to the Committee on the Peaceful Uses of the Sea-bed and the Ocean Floor on 5 August 1971. Specific documents include a memorandum from 1971 on the explotation of the resources of ocean space, "A New Order in Ocean Space" (delievered to the Council of Europe), a statement given on 5 August 1971 to the Main Committee of the Sea-bed Committee, a statement given on 17 August 1971 to the United Nations Preparatory Committee for the Third Law of the Sea Conference, a statement given on 24 November 1971 on the subject of the creation of an intergovernmental sea service, a statement given on 28 March 1972 in Sub-Committee II, and a statement given on 23 March 1972 (to the Committee on the Peaceful Uses of the Sea-Bed and the Ocean Floor Beyond the Limits of National Jurisdiction). Most materials have been edited and annotated by Elisabeth Mann Borgese. Some may concern UN matters aside from UNCLoS III.

The file also includes a copy of "The National Oceanic and Environmental Research Act, 1971," a newspaper article on demilitarization in the Mediterranean, an addendum to a paper by Aldo Serge, and handwritten notes.
