The photograph was selected for inclusion in the publication "The Lives of Dalhousie University, Vol. 2" by Peter B. Waite (page 257). Henry Hicks, the vice-president of the commission, is seated at the far right and the president of the commission is speaking at a podium. Hicks was president of the commission from 1963 to 1967.
