Gary Kibbins is a media artist and writer. Kibbins taught at the California Institute of the Arts until 2000. Kibbins became associated with the Centre for Art Tapes in 2006 because their videos became a part of the centre’s tape collection.

Doug Pope became associated with the Centre for Art Tapes in the 1984 because of their involvement in the video recording entitled “Indifferent city” which became a part of the centre’s tape collection.
Custodial history
The tape was donated to the Dalhousie University Archives in 2013 by the Centre for Art Tapes.
Scope and content
Item consists of two individual videos, "Canadian Historical Vignettes: The Visiting Forces Act (1947)" by Gary Kibbins and "The Indifferent City" by Doug Pope. Kibbins video is an anti-Canada/United States video with a voice-over of a re-enactment of the parliamentary debate concerning the Visiting Forces Act. This bill was seen as partial immunity for American military personnel in Canada as it allowed the American military court to try any crimes that occurred on Canadian soil. "The Indifferent City" is an unfinished work.
